Duval County vs St. Johns County Taxes & the CDD Reality

This is the number most buyers skip past, and it can move your annual housing budget by thousands of dollars. St. Johns County (home to Del Webb Nocatee, Del Webb Ponte Vedra, Stillwater, and Cascades WGV) carries an estimated millage rate of roughly 14–16 mills total. Duval County — Jacksonville proper, home to Del Webb eTown and Del Webb Sweetwater — runs higher, at an estimated 19–21 mills total. On a $550,000 home held as a primary residence, that works out to roughly $6,500–$8,000 a year in St. Johns County versus roughly $9,500–$11,000 a year in Duval County.

But St. Johns County's lower millage comes with a catch that Duval County communities don't have: the CDD assessment. Del Webb Nocatee's infrastructure — roads, utilities, parks — was financed through Community Development District bonds that are repaid by homeowners as a separate annual line item on the tax bill, estimated at roughly $1,500–$3,500 a year on top of HOA dues. Del Webb eTown and Del Webb Sweetwater, both in Duval County, carry no CDD fees. Run the two together — millage plus CDD — and the net annual cost on comparable homes in St. Johns versus Duval can end up closer than the headline tax rate difference suggests.

Both counties apply Florida's $50,000 homestead exemption to a primary residence, and both are subject to the state's Save Our Homes cap, which limits annual increases in assessed value to 3% (or the Consumer Price Index, whichever is lower) once a home is homesteaded. That cap resets at sale, which is why a longtime owner's tax bill can look very different from a new buyer's bill on an identical home in the same community.
