Sun City Center is the anchor community in this market — 17,000+ homes built by Del Webb without CDD (Community Development District) financing, meaning there is no bond attached to the property. But Sun City Center's advertised HOA is misleading if you only look at one number. Buyers there actually pay three separate charges: a Neighborhood HOA Fee (roughly $100–$290/month, covering neighborhood common areas and landscaping), the Sun City Center Community Association (SCCCA) Master Fee (about $333/year, or roughly $28/month, covering clubhouses, fitness, and community-wide programs), and a per-person Amenity Fee (about $307 per person per year, or roughly $26/month per resident — so a couple pays double a single resident). Golf is pay-per-play at all five courses and is not included in any of these fees. Put together, a couple in a mid-range HOA neighborhood should budget roughly $390–$450/month all-in for association costs alone, before property tax and insurance. Kings Point, by contrast, uses a condo-style HOA that is described as all-inclusive, which is why its sticker HOA number looks higher than a single-family Sun City Center neighborhood fee even though it may cover more.

Hillsborough County Taxes & Insurance

Florida has no state income tax, so county property tax is the main variable cost buyers compare across communities. On a $350,000 home in Hillsborough County (Sun City Center's county), the effective property tax rate runs an estimated ~1.0% of assessed value — around $3,500/year before any exemption. The Florida Homestead exemption reduces this for a primary residence: the first $25,000 of assessed value is exempt from all taxing authorities, and a second $25,000 exemption applies to most authorities (though not school district levies). After Homestead, that same Hillsborough home lands at an estimated $2,300–$2,750/year. The related Save Our Homes cap then limits future annual increases in assessed value to 3%, which matters over a long retirement. Homestead must be filed by March 1 of the first year in a new home.

For comparison, Pasco County (home to Del Webb Bexley) runs an estimated ~0.85% effective rate — on a $450,000 home that is roughly $3,825/year before exemption, or an estimated $2,600–$3,100/year after Homestead. That works out to roughly $400–$600/year lower than an equivalent Hillsborough home, which adds up over a 15–20 year retirement horizon.

Verify current figures directly

Property tax rates, insurance premiums, and HOA fees change year to year and vary by specific neighborhood, flood zone, and insurer. The figures above are estimates drawn from published community research and should be confirmed with the Hillsborough or Pasco County Property Appraiser and a licensed Florida insurance agent before you budget or make an offer. Sun City Center in particular spans multiple FEMA flood zones depending on the specific neighborhood — insurance costs vary considerably within the same community, so get a quote for the actual property, not the community average.

What Drives Cost Up or Down Here

Three things move the needle more than anything else in this market. First, bond and CDD status: Sun City Center's lack of a community-wide bond is a genuine structural advantage over communities financed with CDD debt, where an additional annual assessment is layered on top of HOA and tax — always verify bond status on any specific property, since some individual Sun City Center neighborhoods may carry their own sub-CDDs. Second, county choice: Pasco County's lower effective tax rate versus Hillsborough is a real, ongoing saving, though it has to be weighed against Del Webb Bexley's higher starting price range. Third, fee structure and household size: Sun City Center's per-person amenity fee means a two-person household costs more than a single resident, and comparing that structure to a flat-fee community requires doing the math for both people in the home, not just the household. Insurance and flood zone add a further layer of variation that no community-wide average can capture — always request a property-specific quote.
