What Buyers Always Ask About HOA Fees

What does the HOA fee actually cover?
It varies significantly by community. At minimum, most 55+ HOAs cover: common area maintenance, community amenity operations (pools, fitness centers), landscaping of common areas, and reserve fund contributions. What's usually NOT included: individual lot landscaping (some communities include this), utilities, golf green fees (unless specifically stated), cable/internet, and home exterior maintenance unless it's a condo/attached product. Always read the HOA documents — the CC&Rs define exactly what's included.
Can HOA fees increase?
Yes — and they do. HOA fees typically increase 2–5% annually in well-managed communities. A community charging $200/mo today may be charging $260/mo in 10 years. When modeling retirement cash flow, use an assumed annual increase of 3–4% for HOA costs. The RCSC rec fee (~$550/yr) has historically been more stable, but it has also increased over time.
What is a special assessment and how likely is it?
A special assessment is a one-time charge levied on all homeowners to cover a large unexpected or capital expense — a roof replacement on a clubhouse, major pool renovation, infrastructure repair. Well-managed HOAs maintain adequate reserve funds to avoid special assessments. Before purchasing, ask for: the current reserve fund balance, the most recent reserve study, and whether any special assessments have been levied in the past 10 years. Underfunded reserves are a red flag.
Is golf always included in the HOA?
No — and this is one of the most important questions to ask. Some communities (Westbrook Village, Sun City Grand, Leisure World) include golf access in the base HOA. Others (PebbleCreek) have a separate opt-in golf membership above the base HOA. Others (Province, Trilogy Vistancia) have no golf at all. Non-golfers in a golf-inclusive community are subsidizing the course whether they play or not. Confirm exactly what the HOA includes before you compare prices.
Are HOA fees tax deductible?
Generally no — for a primary residence. HOA fees on a primary home are not deductible on federal taxes. If the property is a rental, HOA fees are deductible as a rental expense. Some communities have a portion of the HOA fee that covers specific items (road maintenance, etc.) that may have partial deductibility — consult a tax advisor for your specific situation.
