HOPA requires that at least 80% of occupied units have at least one resident aged 55 or older — it does not require that every resident, or every member of a household, be 55+.
In practice, this means a couple where one spouse is 55+ and the other is younger can typically buy and live in a HOPA-qualifying community, as long as the qualifying (55+) spouse is a permanent resident of the unit. The community counts that household toward its 80% threshold based on the older resident.
