It's a member-owned, member-controlled nonprofit recreation corporation unique to the original Sun City and Sun City West communities in the Phoenix metro. Rather than a developer- or board-run HOA collecting dues for landscaping and architectural control, RCSC exists specifically to own and operate the recreation centers, golf courses, and amenity infrastructure — and its board is elected directly by resident members.
This is a meaningfully different governance model than the more typical "traditional HOA" structure used at newer communities like Sun City Grand, Sun City Festival, or virtually every community built after the original Sun Cities. Traditional HOAs are usually run by a homeowner association board and may or may not be developer-controlled during initial build-out.
The RCSC fee is separate from — and in addition to — any sub-association or neighborhood-level HOA fee that may apply to a specific section or product type within the community. Always ask whether a listing carries a sub-association fee stacked on top of the base RCSC fee.
