FORTIFIED is a voluntary construction and re-roofing standard developed by the Insurance Institute for Business & Home Safety to make buildings dramatically more resistant to hurricane wind and wind-driven rain. It comes in tiers — FORTIFIED Roof, FORTIFIED Silver, and FORTIFIED Gold — each adding more protection (sealed roof deck, stronger attachments, impact-rated openings, continuous load paths). A home earns a designation after an independent evaluation, and the certificate is what insurers want to see.
Alabama has leaned into FORTIFIED harder than any other state. There are tens of thousands of FORTIFIED homes concentrated on the Gulf Coast, and the standard is widely recognized by carriers writing wind here.
Why it cuts your premium so much
Wind premiums are priced on expected loss, and the roof is where most hurricane claims start. Alabama law requires insurers to give actuarially justified discounts for wind-mitigation features, and FORTIFIED is the gold-standard documentation of those features. Homeowners with verified FORTIFIED construction frequently see their wind rates cut by roughly half versus comparable non-mitigated homes. Strengthen Alabama Homes: the state helps pay for it
Retrofitting an existing roof to FORTIFIED isn’t free — but Alabama runs a grant program, Strengthen Alabama Homes, that provides grants (historically up to about $10,000) to eligible homeowners to retrofit to the FORTIFIED standard. The program is funded specifically to harden coastal housing and reduce catastrophic losses. Demand is high and funding cycles open and close, so if you’re buying an older coastal home, check current availability early.

The catch worth knowing
FORTIFIED protects against wind. It does nothing for flood — rising water and storm surge are a separate risk and a separate policy entirely.
