Where in Baldwin County should you actually retire?

People say “Gulf Shores” the way they say “Florida” — as if it’s one place. Baldwin County is really three different retirements, and the gap between them is mostly about insurance exposure and how close to the water you need to be. Pick the wrong one and you’ll either overpay to insure a beach house you rarely use, or feel landlocked 25 minutes from the sand.

The three Baldwin Counties

1. The beach: Gulf Shores, Orange Beach, Fort Morgan

This is the postcard — white sand, condos, beach cottages, restaurants, tourist energy that swells in summer. It’s where you live if walking to the Gulf is the entire point. The tradeoffs are real: the highest insurance in the county (wind premiums into five figures near the front, percentage hurricane deductibles), high-risk flood zones, seasonal traffic and crowds, and almost no dedicated for-sale 55+ communities — you’ll be buying a condo or a home in an all-ages neighborhood. Orange Beach also carries the county’s highest effective property tax rate (~0.64%), though that’s still low by national standards.

2. The Eastern Shore: Fairhope and Daphne

On the bluffs above Mobile Bay, Fairhope is the county’s charm capital — a walkable, arts-driven, flower-lined downtown that consistently lands on “best small town” lists. Daphne is its larger, more practical neighbor with easy hospital access. This is bay living, not beach living: sunset over the water rather than surf. Home prices run higher here, municipal mills are higher (15.0 in both), but you’re set back from the open Gulf so wind exposure is lower than the beach front. Great fit if you want culture, walkability, and bay views and don’t need to be on the sand.

3. Inland value: Foley, Robertsdale, Bay Minette, Summerdale

Fifteen to twenty-five minutes from the beach, this is where the money makes sense — and, not coincidentally, where essentially all of the county’s for-sale 55+ communities sit (LiveOak Village, Ethos, Cypress Gates are all in Foley). Lower home prices, lower flood risk (much of it is Zone X), the lowest all-in cost of ownership, and the lowest municipal mills (Foley 5.0). You drive to the beach instead of waking up on it — for a lot of retirees, that’s the right trade.
