Florida's homeowners insurance market has been in crisis since 2021. A combination of hurricane losses, litigation abuse around assignment of benefits (since partially reformed), reinsurance cost increases, and carrier insolvencies drove most major national carriers to exit the Florida market or dramatically reduce their exposure. Farmers, Bankers Insurance, United Property & Casualty, and several other carriers stopped writing new Florida policies or became insolvent.

The remaining market — dominated by smaller Florida-specific carriers and Citizens Property Insurance (the state-backed insurer of last resort) — responded with rate increases of 40%–100% from 2020 through 2024. Legislation passed in 2022 and 2023 addressed some of the litigation drivers, and the market has stabilized somewhat, but premium levels remain dramatically higher than pre-2020 baselines.

For buyers moving from the Northeast, this is a significant sticker shock. A home that would carry $1,200/year in homeowners insurance in New Jersey routinely costs $3,000–$5,000/year to insure in Volusia or Flagler County. Budget for this explicitly before you make an offer.

The single biggest premium driver in Florida. Roofs over 15 years old face coverage restrictions or surcharges. A 2023 shingle roof vs. a 2008 roof can mean $800–$1,500/year difference on the same home. Ask for roof age and condition on every resale you consider.

Never Use the Seller's Current Premium as Your Estimate

The seller's insurance policy was underwritten based on their claims history, their insurer's current appetite, and market conditions when they last renewed. Your quote will be underwritten fresh — based on current market conditions, your claims history, and the specific property's features at the time of purchase.

In a market that has repriced 60–100% since 2020, a seller who locked in a favorable rate in 2021 may be paying $2,200/year on a home that would cost you $3,800–$4,200 to insure today. Get your own quotes from at least three carriers.

What you need to know about Florida's state insurer

Citizens Property Insurance Corporation is Florida's state-backed insurer of last resort. It has become the largest property insurer in Florida by policy count as private carriers exited the market. Citizens is required to offer coverage to homeowners who cannot find private insurance.

Two things buyers need to know: First, Citizens is actively depopulating — the state is pushing policies to private carriers through a "takeout" program. If your Citizens policy is assumed by a private carrier, you have the right to accept or reject the new policy. Second, Citizens premiums are generally lower than private market alternatives but are subject to regular rate increases and special assessments if a major hurricane causes catastrophic losses to the fund. Understand the difference before accepting a Citizens policy as your permanent solution.

How to Get Florida Insurance Quotes Before Closing

Step 1: Get the four-point inspection from the seller — it covers roof, electrical, plumbing, and HVAC. Required by most Florida insurers for homes over 25 years old and helpful context for any home.

Step 2: Get the wind mitigation report if one exists. If not, order one ($150–$250) — the savings on premium can pay for it within a year.

Step 3: Contact at least three licensed Florida insurance agents or brokers. Use an independent agent who can quote multiple carriers, not a captive agent. Get quotes from at least one carrier beyond Citizens.

Step 4: Factor the insurance quote into your offer. If insurance comes in substantially higher than budgeted, renegotiate the purchase price or walk away. The insurance cost is permanent; the purchase price is negotiated once.
