Under 25 rounds/year: Sun City Palm Desert wins. The IID electricity savings and zero Mello-Roos outweigh the modest green fee cost at low round counts. Non-golfers should not be paying for golf inclusion at all.
25–50 rounds/year: SCPD and Shadow Hills are approximately equivalent when full operating costs are included. Shadow Hills' two included courses save green fees; SCPD's IID advantage offsets that savings. The communities reach rough parity in this range.
50–80 rounds/year: Shadow Hills pulls ahead modestly. Two included courses at cart-fee-only per round, combined with an HOA only $23/month more than SCPD, produces genuine savings for serious golfers once SCE vs IID gap is factored against green fee savings.
