This is genuinely rural-suburban transition territory — small-town main streets, newer subdivisions carved out of former farmland, and a slower pace than anything closer to the urban core. It borders Jackson County to the north (where Lee’s Summit sits) and is its own county entirely, with its own assessor and its own tax history — one that hasn’t seen anything like Jackson County’s 2023–2025 turmoil.
Belton, unincorporated Cass County. The most affordable owner-occupied 55+ community in the metro at $100Ks–$200Ks, no city taxes on top of the county rate, rentals never permitted, and HOA dues that include the first 2,000 gallons of water monthly. Over 20 years of owner-only occupancy has produced a genuinely tight-knit community.

The HOA repaints and re-trims the foundation every 10 years — a level of long-term upkeep detail that says something real about how it’s managed. $300Ks–$400Ks.

Cass County’s effective property tax rate runs around 0.95%, or roughly $3,325 a year on a $350,000 home — already below Jackson, Johnson, and Wyandotte counties. Pickering Place goes a step further: sitting in unincorporated Cass County means no city tax layer stacks on top of the county rate at all, which is why it’s the single cheapest place to own in the entire metro. Cass County has also adopted the SB 190 senior freeze, though buyers should verify the current application window directly with the county — it isn’t as clearly documented as Clay or Jackson County’s process.
Distance and density. This is the furthest corridor from downtown Kansas City covered in this guide, and the commercial infrastructure is genuinely thinner — you won’t find the retail depth of Olathe or the medical-center density of Johnson County within a short drive. Two of the four communities (Alexander Creek and Carriage Meadows) are still mid-construction, which means new-build timelines, builder financing terms, and a neighborhood that’s still filling in rather than fully established. If you want resale-market maturity and a finished, settled social scene from day one, Lee’s Summit or Olathe will get you there faster.
Cass County suits buyers for whom the tax bill and the entry price are the deciding factors — particularly anyone drawn to Pickering Place’s no-city-tax, owner-occupant-only structure. It also fits buyers who want new construction with a builder warranty and don’t mind a still-developing neighborhood, and anyone comfortable trading big-box retail proximity for a genuinely small-town, rural-edge pace of life.
